About Frontyard Youth Services

Melbourne City Mission (MCM) is adding new streams to its connected support (integrated service) model at Frontyard, including the CBDs first high support crisis accommodation.

While the new streams will have a strong focus on assertively engaging with young people aged 17-25 who are sleeping rough in the city, Frontyard will continue to be a place where all young people experiencing, or at risk of homelessness can access support.

Young rough sleepers and other young people experiencing homelessness will be able to access the full range of support services they need. This includes the current suite of primary and allied health, specialist housing, counselling, wellbeing, early intervention & prevention services, legal and education support. Additionally, there will be 18 beds of accommodation and associated higher intensity supports, including enhanced mental health, drug and alcohol, and therapeutic supports. The addition of high support accommodation will greatly assist Frontyard staff to respond to those young people with the most complex barriers to engaging with support and addressing their homelessness in a way that is not currently possible.

About the role

With the impending opening of the new Frontyard model, the Senior Manager will be responsible for ensuring all areas are ready to go live. Thereafter, the role will develop and implement the research and continual evaluation of the services. The role will also develop and implement a clear growth strategy for MCM in the youth sector, with a key focus on the intersecting areas; justice, homelessness, family violence and health.


  • Ensure the provision of high quality, strategic services to young people and their families, including services that are innovative and responsive to the changing needs of the people that we support, in line with the policy and government opportunities.
  • Develop and implement high quality integrated services and programs in line with MCMs key areas of support Homelessness, Justice, Family Services, Education and Disability.
  • Develop and implement a clear growth plan for the division, targeting specific cohorts of in-need young people, adults, and families.
  • Lead the development and provision of organisational policy and program advice in conjunction with the leadership team of the division in related issues.
  • Ensure the development and maintenance of high quality, strategic partnerships are developed to ensure MCM are strategically placed to be a provider of choice with funders and achieve strategic goals across all intersecting areas.
  • Represent MCM in senior sector leadership positions and forums and develop key relationships.
  • Provide leadership, support and clear direction to the Frontyard team.
  • Implement and action a work plan in line with agreed objectives for the organisations.  
  • Actively engage, report, advocate and partner with service providers and government departments.
  • Plan, evaluate, and improve the efficiency of business processes and procedures to enhance quality, efficiency, and output.
  • Ensure satisfactory program performance against targets, reporting, contracts and quality compliance.
  • In consultation with the Operations Manager(s), contribute to the oversight of Quality, Risk and Standards as it pertains to the Frontyard programs.
  • Manage the overall operational, budgetary, human resources, and financial responsibilities and activities of the Frontyard Youth Services portfolio. This includes building and implementing the yearly budget in conjunction with Corporate Services and the General Manager.
  • Provide on-call response as per on-call roster.
  • Participate in, and facilitate, meetings, debriefing, supervision, training, and forums.
  • Ensure services are delivered within the framework of MCMs policies and procedures, practice framework, legislative requirements, and meet the relevant service standards. All employees are required to comply with the Child Safe Standards.
  • Perform other duties and responsibilities, as directed by the General Manager or delegate.

Skills & experience


  • Bachelor and/or post graduate degree in Health, social work, youth work, management or related fields.
  • Demonstrated extensive experience in working with people who are at risk and/or involved in the homelessness system.
  • Extensive experience in senior management and leadership roles.
  • Demonstrated and comprehensive knowledge, understanding of current issues and trends in the youth homelessness and housing sectors, and the interfacing sectors and the ability to apply that knowledge to deliver on key objectives.
  • Strong theoretical practice in working with young people experiencing homelessness and complex case management based on best practice and current theory.
  • Extensive experience and sound understanding developing and leading teams to achieve exceptional outcomes, including staffing, budget management, reporting and accountability.
  • Ability to understand and lead the implementation of policies, procedures and directions of funding bodies.
  • Demonstrated high level leadership, written and verbal communication, conflict management and resolution, negotiation and mediation skills.
  • A comprehensive understanding of current government reform and policy, and demonstrated ability to participate effectively in sector reform an implement change.
  • An understanding of the requirements for ensuring child safety, including the Child Safe Standards.
  • Computer literacy, with the ability to use relevant information technology, electronic recording systems and data management tools.
  • Satisfactory completion of safety screening including a National Police check, International Police check (if required), a current Victorian Working with Children Check (Employee), current Victorian Drivers Licence, and the right to work in Australia.
  • Internet-enabled device for Time & Attendance when working offsite.
